Lord: I have built a witch's sanctuary.

Chapter 114 Planning and Thinking

Chapter 113 Planning and Thinking

On the parchment pages of the Witch's Codex, countless names slowly emerged.

Lorraine sat in a high-backed chair in the lord's hall, tapping the armrest with his finger as his gaze swept over the ever-updating list.

After these few days of initial development in Frostwolf City, he decided to begin judging those who had not been killed during the initial trial upon entering the city, those whose crimes did not warrant death but were still considered criminals.

Unlike the previous list of those sentenced to death, the people on this list committed much lesser crimes.

Theft, fighting, smuggling, extortion, illegal lending, forced buying and selling —

Each and every one of these incidents, while not enough to warrant the death penalty, certainly didn't make them any kind of law-abiding citizens.

Lorraine flipped through a few pages and found that most of these people were concentrated in a few alleys in the lower city, and one name appeared repeatedly in the list of people associated with multiple crimes.

Katerina.

Rust Brotherhood, leader.

"The Rust Brotherhood".

As Lorraine uttered the name, a slight smirk appeared on her lips.

He tapped the name on the secret manual, and a whole page of information immediately unfolded.

The gang had over a hundred members, with more than fifty main members. Their activities covered one-third of the streets and alleys in the lower city. Their main crimes included extorting protection money by violence, beating vendors, organizing illegal casinos, and injuring law enforcement officers. However, there were a few notes that made him take a second look.

Three months ago, during a famine, the Rust Brotherhood organized its members to rob the Countess's granary and distributed the food to the elderly and children in the slums.

The gang leader, Katarina, once broke the leg of a nobleman who tried to prey on a homeless girl in the street with an iron rod.

"That's interesting."

Lorraine closed the page and turned to another issue that concerned him more.

He wrote a line on the Q&A interface of the secret manual—

"Is there a double sent by Prince Thursmir within Frostwolf City?"

The cryptic text's reply was almost instantaneous.

A face appears on the parchment page.

He had a young male face with short brown hair and regular but unremarkable features; he was the kind of person you would never notice in a crowd.

Name: Percival.

Identity: Prince Thursmir's double agent planted in Frostwolf City.

Current location: Lower City slums, inside the Tessus Hotel.

Lorraine stared at that face for a few seconds, then suddenly laughed.

It wasn't a sarcastic laugh; I genuinely found it funny.

The prince went to great lengths to send a double to Frostwolf City, but the countess turned to ashes while the double thought he could escape by sheer luck.

"Victor."

At the entrance to the hall, Victor strode in, his armor clanging metallically.

"My lord."

"How's the security team being set up?"

"Dozens of clean soldiers have been selected from the surrendered troops, equipped and ready to carry out missions at any time."

Victor's answer was crisp and concise.

Lorraine nodded and handed him the two lists from the secret manual.

"The first thing is to arrest everyone on this list in accordance with the provisions of the new code. Depending on the severity of their crimes, they will all be imprisoned and punished according to the law."

"But after all, these bad things were done under pressure, so the court should give them a lenient sentence."

"Yes, ma'am."

"The second thing."

Lorraine's tone became slightly playful.

"There's a man named Percival hiding in the Tess Inn in the lower city. Arrest him, put him in solitary confinement, but don't hurt him or interrogate him."

Victor frowned slightly.

"Who is this person?"

"A double sent by His Highness the Prince."

Lorraine leaned back in her chair, her fingers interlaced on her stomach, and her smile deepened.

"Lock him up securely, don't let him escape, and don't let him die. When I finally bring my army to the capital, I will take him with me."

Victor didn't press for a reason, but having followed Lorraine long enough, he could read something from the young lord's expression.

"You want His Highness to see it with his own eyes."

"That's right."

Lorraine's smile was relaxed, as if she were talking about something trivial.

"I want to see his expression when he sees his plan fall through."

Victor punched his chest with one fist, turned and strode away.
